The
1st session of the 13th National People's Congress reviewed and passed the
State Council's institutional reform program. Recently, the CPC Central
Committee issued a plan to deepen the reform of the party and state
institutions. The program attaches great importance to the construction of
ecological civilization, the establishment of the Ministry of Ecology and
Environment and the Department of Natural Resources and has made major
adjustments to the management system of natural resources and ecological
environment. In order to study the impact and countermeasures of this round of
organizational reform on the construction of China's ecological civilization
and the rule of law, on March 25, 2018, the Tianjin University School of Law
and the China Green Development Institute of Tianjin University jointly
organized a new round of institutional reforms and the rule of law on natural

Forestry University, Prof. Chen Haixi and Dr. Tan Shan of Law School of Central
South University were invited to attend the conference. The meeting was chaired
by Prof. Sun Youhai, Dean of the Law School of Tianjin University.
