The day before, Chinese ecological civilization forum, i.e., Huizhou annual meeting was held in Huizhou. This annual meeting was guided by the Environmental Protection Department, Guangdong Provincial People's government, hosted by research and promotion association of China ecological civilization, organized by Huizhou Municipal People's government and Environmental Protection Bureau of Guangdong, assisted by Chinese Everbright International Company Limited. The theme of this forum is "ecological civilization, green lead, study and implement the spirit of the 19th CPC National Congress, push the new era of beautiful China construction". RIEL Director, Prof. Qin Tianbao, was invited to participate in this annual meeting and to exchange experience on the forum on "compensation for damages, the rule of law construction".

 

Vice chairman of the eleven CPPCC National Committee, and the president of Research and Promotion Association of China ecological civilization Chen Zongxing gave a speech at the opening ceremony, Party Secretary of the Ministry of Environmental Protection Department Li Ganjie attended the opening ceremony and delivered a keynote speech at the forum, vice governor of Guangdong province Xu Ruisheng attended the meeting.

 

In the exchange of experience, Prof. Qin Tianbao gave a speech on the topic of "conception of institutionalization of the principle of liability for environmental damage”. Prof. Qin Tianbao introduced from the aspects of the institutionalization background of the principle of liability of environmental damage, procedural and substantive content, and cohesion of legislation and the innovation of new system.
