On the evening of October 12, 2017, the fifty-seventh lecture of the Luojia Series on Environmental Law was held at the 325 classroom of the law school. The Lecture was honored to invite Prof. Cai Shouqiu of RIEL and he brought a wonderful lecture entitled "Environmental Public Welfare is the Core of Environmental Public Interest Litigation Development". The lecture was presided over by Prof.  Ke Jian, Deputy Director, Deputy Director Hu Bin, Associate Prof. Li Guangbing, Associate Prof. Luogi, Associate Prof. Liu Jing and doctoral and masterstudents attended the lecture.

Prof. Cai Shouqiu first proposed that environmental public welfare has become a consensus. He pointed out that to understand the environmental public welfare one needs to understand the concept, nature and content of public welfare and environment. Prof. Cai Shouqiu then explained how to correctly understand environmental public interest litigation based on environmental public welfare. Prof. Cai Shouqiu also mentioned that the plaintiff of environmental public interest litigation is the beneficiaries of environmental public welfare, that is, the public who enjoy the public environmental benefits. Finally, Prof. Cai Shouqiu stressed that environmental public welfare is the driving force, guide and key of the development of environmental public interest litigation, and that China's socialism law should not forget the original intention, should maintain and expand the public interest (one of the important aspects is environmental public interest), and strive to develop and promote environmental public interest litigation for the maintenance of environmental public welfare. This should be an important feature of the construction of socialism law and the rule of law in China, which is different from the law and the rule of law in private countries. 

Subsequently, Prof. Ke Jian and Prof. Liu Jing expressed their views, students also raised their own questions, Prof. Cai Shouqiu answered one by one, this lecture ended in a warm and relaxed atmosphere.
