Prof. Kohyama Satomi visits Luojia Lecture Series on Environmental Law

On the afternoon of September 27, 2016, the 36^th Luojia Lecture Series on Environmental Law invited Prof. Kohyama Satomi from Toyama University of Japan. She gave a lecture entitled “Norm Localization in Domestic Practices: An Analysis on Implementing Convention on Biological Diversity(CBD) in Japan”.

At the beginning of the lecture, Prof. Kohyama described her study and work experience and shared the fundamental state of Toyama from the perspective of natural resources, main pollutions and regional legislation with abundant and clear illustrations. After that, she introduced the present laws and regulations on natural resources management from the perspective of legislative purpose, key regulation, conceptual definition, damage impact and crisis management, taking the National Parks Act, the Rare Species Protection Act, the Invasive Alien Species Act, the Wildlife Conservation and Hunting Act, and Nagoya Protocol as examples. Prof. Kohyama said that Japan began to attach importance to restoration of natural habitats and biodiversity after the environmental problems such as the severe atmosphere and gulf pollution in the 1970s, and in 1993 the Convention on Biological Diversity was approved the accession. She also briefed the 10^th COP in Nagoya, Japan, and noted that Japan is working to achieve a “national model for sustainable development”.
