Mr. Sun Cheng visited Luojia Lecture Series on EL

On March 15, 2016, the 19^th Luojia Lecture Series on Environmental Law invited Mr. Sun Cheng, the research director of Green Xiaoxiang, to delivere a lecture entitled “Environmental NGO’s Participation in Local Environmental Policy Advocacy - A Case Study of Green Xiaoxiang”. Presided by Prof. Qin Tianbao, the lecture attracted Assoc. Prof. Luo Ji, Assoc. Prof. Li Guangbing, Dr. Hu Bin, visiting researcher Zou Kun and most PhD and master students of RIEL.

First, Mr. Sun Cheng introduced the overview of Green Xiaoxiang’s development since its establishment in 2007 and talked about the its work from four perspectives including action network, policy advocacy, public participation and public fund raising. Green Xiaoxiang has constructed a civil river-protection network covering Hunan Province and actively participated in the formulation and implementation of national and local environmental policies. Then Mr. Sun Cheng clearly illustrated the relationship between Green Xiaoxiang and governments, the public and listed companies by three typical cases.

Lawyer Zou Kun commented that Green Xiaoxiang was able to solve problems for governments as well as achieve its own objectives because of its appropriate approach taken in public participation and information disclosure. In particular, public participation in enterprise environmental credit assessment is innovative. She also stressed that RIEL’s inviting senior judges, lawyers and legal practitioners to share their experience and insights will to broaden students' horizons, and emphasized that students must enhance theoretical thinking as well as practical abilities.
